I was wondering if you are allowed to send bullets that have been emptied of their gunpowder into the U.S. cause I’m collecting them and i know you cant bring them on a plane even if you check them in.

Not sure,, but my flight instructor’s wife recently brought a model of fighter jet from China completely made of real empty shells,, I think you can check them in the luggage and inform the airline about your special cargo

Attach a ‘Customs Declaration’ certifying the shells are empty and not dangerous. The parcel can be held back till the authorities satisfy themselves. So long as you declare them correctly, you are not violating any laws.
