I’m kinda using my neighbors wireless network and i dont know which provider he is using so i cant send any emails via my outlook cuz i dont know which smtp server to use.

This known as highjacking.
You will need to know some information from your neighbors internet service provider before you can set up mail and use the smtp.
So that means you can only use web based e-mail unless you want to pay for your own Internet Service.
